How this is calculated: rates come from the TIRBOP Rate Manual (Title Insurance Rating Bureau of Pennsylvania), approved by the Pennsylvania Insurance Department, as amended through 04/01/23 — Schedule of Rates §5.50, Company or Agent Procedure. Purchases use the Sale Rate; when owner’s and lender’s policies are issued together they are treated as a single policy at the Sale Rate on the higher amount (§5.2.C), so the lender’s policy typically adds nothing. Refinances use the Non-Sale Rate on the loan amount. Pennsylvania rates are all-inclusive: title search, examination, and standard settlement are covered in the premium.
